In truth, the angels have been secretly experimenting on humans in order to learn the secret of souls. These angels, led by Petran, have come to be known as the Regulators, feared, disgusted, and hated by the populace.

They are not without opposition.

The Faithful Angels, led by Simon, have long since sought a peaceful, diplomatic solution to the angelic occupation while Lucifer takes advantage of the angelic scism to spread his demonic influence. And humans, through it all, have been stuck in the middle. They are the pawns, the toys even, of the evangalic in their struggle for dominance. But no more.
